Tenacious Labs: Building Westminster's bridge to the UK hemp industry

Energy, environment and sustainability

Industrial hemp holds real potential to decarbonise the UK economy, but outdated policy and legislative barriers have long held the sector back. As secretariat for the APPG for Hemp Carbon Capture and Rural Development, Whitehouse has become the primary link between Tenacious Labs and Westminster – securing high-level briefings across the Treasury, DESNZ and DEFRA and repositioning hemp as a serious solution for hard-to-abate emissions in construction and housing.

The challenge

Tenacious Labs is a pioneer in the industrial hemp sector, dedicated to scaling the use of hemp across sustainable materials, agriculture, and the carbon credit market. Despite its potential to decarbonise the UK economy, the sector’s growth remains restricted by legacy policy and legislative hurdles that deter vital investment.

Our approach

Whitehouse provides the strategic infrastructure for the All-Party Parliamentary Group (APPG) for Hemp Carbon Capture and Rural Development, acting as the primary bridge between Tenacious Labs and Westminster. It has spearheaded a targeted engagement campaign to promote the industrial benefits of hemp across key government departments, focusing on educating decision-makers on how policy reform can unlock new economic and environmental opportunities.

The outcome

To date, Whitehouse has facilitated high-level meetings with Ministers across the Treasury, the Department for Energy Security and Net Zero (DESNZ), and the Department for Environment, Food and Rural Affairs (DEFRA). Our advocacy has successfully reframed industrial hemp as a critical solution for reducing emissions in “hard-to-abate” sectors, specifically within construction materials and the national housing strategy.
