Following the European Parliament’s resolution condemning forced organ harvesting, the End Transplant Abuse Coalition (ETAC) turned to Whitehouse to build the EU advocacy campaign needed to translate that resolution into concrete policy action. Through a multi-pronged strategy – spanning legislative mapping, MEP and working group engagement, coalition-building and targeted media work – Whitehouse strengthened ETAC’s standing in EU policymaking and helped bring the crisis to international attention, including coverage in The Telegraph.
The challenge
ETAC engaged Whitehouse Communications to lay the foundations of an EU advocacy campaign ensuring the European Parliament resolution on forced organ harvesting translated into concrete action.
Our approach
Whitehouse implemented a multi-pronged advocacy approach. It conducted a policy audit to identify legislative pathways, mapped and engaged key stakeholders – including influential MEPs and EU working groups – developed strategic messaging, secured high-level meetings, built coalitions with like-minded organisations to amplify advocacy, and enhanced visibility in the media by securing aligned coverage in target outlets.
The outcome
Through its work, Whitehouse strengthened ETAC’s visibility and credibility within EU policymaking, laid the groundwork for policy change, and raised awareness of the crisis of forced organ harvesting in international media titles, including The Telegraph and rights-sector press.
