Policy Impact Partners (PIP) is a global consultancy platform supporting the future of digital connectivity, working with major multinationals to monitor policy and regulatory developments in satellite and direct-to-device connectivity, and to secure recognition of the 6 GHz frequency band for Wi-Fi. This work is concentrated across the Europe, Middle East and Africa (EMEA) region.
The challenge
PIP needed to engage with a broad and complex stakeholder landscape — spanning national regulators, government ministries, regional bodies and international organisations — while staying alert to fast-moving opportunities for engagement, including new consultations, key meetings and networking moments.
Our approach
Whitehouse has supported PIP for five years, monitoring regulatory and policy developments across EMEA on both 6 GHz and satellite issues. This included tracking updates from individual countries, EU institutions and regional bodies such as the European Conference of Postal and Telecommunications Administrations (CEPT), and flagging critical consultations and relevant media developments to the PIP team in real time.
Whitehouse also supported PIP’s direct engagement with political stakeholders and regulatory authorities across Europe – helping shape engagement strategies, identify the right stakeholders, and ensure outreach reached them effectively.
Alongside this, Whitehouse delivered a creative PR campaign to build political support for allocating the upper 6 GHz band to Wi-Fi, paving the way for the next generation of Wi-Fi technology for consumers and businesses. The campaign launched with fact sheets and expert media interviews across six priority markets, including France, Germany, the UK and Brussels/the EU, before evolving into country- and language-specific messaging developed with local consultants to reflect each market’s needs. Whitehouse translated complex technical detail into clear, compelling media narratives, producing tailored press releases for France and Germany in partnership with PIP.
The outcome
Whitehouse’s monitoring has enabled PIP to engage effectively with stakeholders and help steer policy and regulatory change on direct-to-device and 6 GHz connectivity in a direction that benefits EMEA populations. The accompanying PR strategy secured aligned, consistent media coverage across target markets.
